Importing Cocoa Powder to the United States
FDA Requirements
The US Food and Drug Administration (FDA) regulates all food imports, including cocoa powder:
1. Facility Registration

Importing Cocoa Powder to the European Union
Key EU Regulations
1. Cadmium Limits (Critical!)
The EU has strict limits on cadmium in cocoa products. As of 2019, cocoa powder must contain:
- Cocoa powder (retail): ≤ 0.60 mg/kg cadmium
- Cocoa powder (beverages): ≤ 0.60 mg/kg cadmium
